Mike Reda Contractor hired and partially paid to fix extensive damage and now cannot contact him Montgomery, Alabama

I had a second water leak in a house I'm trying to sell in another state. There was extensive damage so I hired a contractor recommended by someone who works in the police department. I received an invoice from Mike Reda dated May 5,2011 for a total of $5,500. He asked me to send $2000 so I did on 5 May 11. He sent initial pictures of the damage so I could see what happened. This is the 2nd water leak and the first contractor also disappeared with my money and some kitchen items. I'm a medically retired disabled veteran and cannot travel back to where the home is located to ensure the work is done. All of the plumbing was supposed to be replaced by the first contractor but it was not. I was asked to send another $1200 to have all the plumbing replaced which I did on 21 May 11. I was told the work would take 3 weeks to complete. I have sent text messages, called and left messages, and e-mailed this contractor numberous times. He will not return any form of contact. I have asked him to simply return all my money if he could not do the job and he still will not contact me. This is the 2nd time this has happened to me! I don't know what to do at this point. This is the last written contact I've had with Mike: 8 May e-mail: S___ am going to say 3 weeks. I will be sending you pic on the progress. I say 3 week because my father is haveing a heart cath on the 13th, and i have a small job to finish up, but i am going to get started on your house Monday morning to get most the stuff torn out so i can save on trash pick up and just take it to the dump myself. Now just to let you know i am going to widen the frig space to the specs of my double wide that i have here at home so that what ever the new owners want, it will fit. Did you send a check are were you wanting to direct dep, if so just give me a fax number and i can fax you a deposit slip. That way i can go on to Atlanta to were i get my materials and pick them up this week. I have a few new ideals that i am going to do on the dinning room but you will be happy with them, just to make it look more modern. Is the water still on at the house? I think you told me that is was just cut off at the street!
