keith scalley A-1 Services roofer did not finish job but took insurance money centennial, Colorado

My elderly parents own their home in a rural Colorado town. ALLSTATE sent an adjuster out to estimate hail damage to their roof. The adjuster recommended keith scalley and his company A-1 Services. Keith scalley received checks from my parents who received insurance checks from Allstate. Allstate paid over $40,000, which ended up in Scalley's hands. The work he did was very poor. He didn't complete the job. My parents roof is leaking badly. Keith scalley couldn't be found. Allstate closed the claim. My parents will have to pay another roofer to seal the flashing and finish the roof. The adjuster who recommended scalley also can't be reached. Allstate should have witheld the balance of insurance money until Scalley satisfactorily completed job. My parents are victims of keith scalley and of the adjuster who recommended him. My parents' trust in others was abused. They were more than hospitable to scalley and his crew during the several weeks they stayed on their land to finish the job. Keith has vanished. If you're out there keith, come back and finish this job or pay my parents the money to finish it.
