No response to flight certificate and monies spent

Got fax about great Vacation package, chose Oranjestand, Aruba, did not get tickets for Vacation resort, requested money, back. I did get refund for that. However was told there was no refund for flight tickets, had to use. Had to send additional money for activation fee. The pacakge was sent and I never received , called USPO and company. reissued certificate. Dates were not change so they were not used within 30 days, was told by associate, that did not matter. This was done in September 11,2011 today is May 29, 2012 and vacation was planned for June 16, 2012, still do not have tickets of any kind or documents about flight. Was to be a Birthday gift for my 70 year old sister who also got dupped. Ther shoukld be some kind o f Legal action to take against these people. Ripping of unsuspecting people who want to take an affordable vacation
