This miscreant has been ripping off people for over ten years and quite likely closer on fifteen. He pretends to be a roofing contractor but what he really is, is just a con artist. He sets up jobs with homeowners then goes around looking for men working for legitimate companies to complete the roofing jobs for him. He may pay them for one or two jobs but then leaves them on the hook for however many others he can get away with, that is he stops paying them after a while to get free labour. Another scam he runs is to solicit a job, take a large downpayment and then take the money and run. Alternately he'll start a job and do such a crappy job that the homeowners tell him to stop what he's doing, he then steals the building materials back and refuses to pay back the money that was given to him. He believes that will keep him from being legally responsible, but he's going to see otherwise. He thinks he's very clever, (but I suspect that he's borderline illiterate) and really the only reason he's gotten away with his criminal activity for so long is that the system is flawed.
