Hello! I'd like to warn the community of a terrible carpenter / contractor / crook / liar / hack. I recently was performing some temporary work as a Carpenter's Helper to a contractor performing work on a mountain home in Lee Hill Canyon, and have a concern that he is operating without a building permit or contractor license. The Carpenter's name is Phillip Warzibluk, his phone number is 303.945.9114. His email is [email protected]. It is a one-man operation. The address of the project is 205 Sky Trail Road, Boulder, CO 80302. The owners names are Chris and Linda. The project concerns a covered walkway leading from the garage to the main house to protect the couple from the harsh winter elements, about 100ft in length. I have several concerns regarding the work being performed on the property. First of all, I am certain that Phillip is NOT a licensed contractor, and does NOT have a building permit, let alone one that is displayed properly on-site. His work is also of very low quality as far as the carpentry is concerned (sort of a guess as you go mentality, in regards to sizing framing and structural members, and there are no construction drawings whatsoever) and his methods are unsafe as well (knocking out structural supports to a deck...while standing under it, applying asphalt shingles to a steep pitch roof without safety equipment). I also found it suspicious that he frequently got frustrated with me as I insisted on working with safety gloves and protective glasses. At this point, I'm mainly concerned for the owners of the property, as they are a little old retired couple, and seem to be being taken advantage of. For example, Phillip has been making purchases with their credit card, and they have expressed multiple times their concern over the cost of the project, which they say is over budget by +$18,000, and he hasn't provided them with a single receipt for materials despite having been asked to do so multiple times. In addition, the project was supposed to take only 2 months, and he is currently eight months behind schedule for some reason. He also mentioned how he's had multiple helpers, but that they only last between 4 days to 2 weeks, and all quit for various reasons. The final clue was that after completing two weeks worth of work, he mentioned his "inability to pay me at this time". He wrote me a fake company check, which bounced twice, and has since been avoiding my calls and emails. I have yet to receive payment, and have already contacted an inspector from the Boulder Building Department (am waiting to hear back), and am considering filing a police report with the Boulder Police Department. In short, I believe that Phillip is "operating under the radar" of the building department, is unlicensed to perform the work (his previous job was as an insurance adjuster?), is cutting corners, creating unsafe and dangerous work, and taking advantage of an elderly couple, as well as the labor he recruits to work for him on craigslist (myself included). I was hoping that someone (anyone?) could inform me as to who to report my claim to, what actions to take, and if there is any way I can request, or have the property owners request, a building inspector visit the property, check his credentials, and assess the work. This is a concern over safety, and compliance with the building department. I thought it only right to report these practices to the community, and hopefully help others avoid a total scam, either by hiring him as a contractor, or working for him as Labor. Again, if you are in contact with a "Carpenter" by the name of Phillip Warzibluk (also goes by Walter) DO NOT - I repeat - DO NOT Hire him or work for him!!! |
