I made this unpleasant discovery when I was pulled over for allegedly not coming to a full stop at a stop sign in Marin Headlands which is well known for being a CHP ambush point.
Interestingly the officer also wrote me down for not carrying proof of insurance even though I had shown it to her.
As a result, the next 11 months became the worst nightmare of my life. I was notified by Marin County court that I had to personally appear in court for arraignment - regardless of the fact that I lived 70 miles out of county! The only way out was to pay them over $1000 in fines which steadily increased as I was trying to somehow make them understand that state law allows me to settle this out of court. Sending them proof of insurance was futile. By phone they explained their lack of compliance with state (and federal laws) as "we have our own rules".
Having no choice, I took a day off and drove all the way to court in San Rafael in Marin County. What I saw there was absolutely disgusting beyond belief. The court room was packed with over 90% minorities - mostly hispanics and a few blacks. I didn't think much of this until a few minutes later when a TV was brought into the court and they started a 40 minute long video. The video was supposed to be instructional about people's rights but it ended up being a man dressed in judges' apparel MAKING THREATS for 40 minutes. He repeatedly emphasized that a conviction in court would mean deportation to our immigrant (illegal immigrant) defendants - mind you this was arraignment court not trial. I later found out that Marin County's demographics consists of well over 85% rich white people! How did something like this happen? It is a desperate, immoral extortion scam aimed at not just minorities but people who are presumed not to know their rights and willing to pay any unreasonable (and illegal) fine in fear of being "deported" in retaliation for not complying. The entire staff of the court was in on it. The "judge" (JEANNE MANN) was not a judge at all as I later found out. It was lawyer sit-in judge and we weren't even told about this as it is our right to be heard by a real judge who is subject to regulation by the state, as opposed to sit-in pro-tem "judge" who is simply a lawyer who cannot be held responsible for any ruling. It was so well choreographed that the Marin county sheriff (COLLINS) in the court was ready to attack anyone by screaming and charging towards them as soon as they opened their mouth about the illegal conditions in the court. For four hours I sat there waiting for my turn. Fines were often well into the triple digits for the lucky ones, and in access of $3000 for others - It was like Jeanne Mann the judge was pulling numbers out of a hat. Even prisoners were brought in for arraignment for past traffic violations and were expected to some how cough up thousands of dollars. When my turn finally came up, JEANNE MANN attempted to humiliate me by screaming out that my license was going to be suspended. I quickly pulled out my proof of insurance and she quickly brushed it under the rug to prevent people from hearing what happened. Each time I attempted to speak she would cut me off and then suddenly, instead of dismissing the case she said "Oh you know what I am just going not going to listen to this and tossed my file to the clerk and proceeded to call the next person." I attempted to tell her about having to drive 70 miles from out of county for the hearing and that I had just shown her proof of insurance which had also been sent in by mail when sherrif Collins screamed and charged towards me saying that "THAT'S ENOUGH YOU HAD YOUR TURN". Yes, I had taken a day off work to drive all the way to Marin County Superior court to settle my case, according to their demands and absolutely nothing came of it simply because i had refused to cough up their extortion fees! My license ended up getting suspended because the court staff deliberately refused to process the proof of insurance and I had to take another day off court to have the exact same ordeal repeated in trial court. The trial judge ended up being the same vicious bitch (Jeanne Mann) who interestingly did not recall the incident at the arraignment when I brought it up during the trail - The only saving grace was that there were COPs present in the court room so I had witnesses and she graciously "reduced" the fine to reflect the fact that I had provided proof of insurance to the court for the third time (fourth time if you count the CHP). She of course ignored my case about the Stop Sign violation. 11 months of my time wasted and hours on the phone and a dozen letters did nothing for me. If this is how things are done in liberal progressive marin county then I am certain I would be absolutely horrified to find out what is happening the the rest of the country Kangaroo courts. Marin County Superior Court has a long history of extortion EMBEZZLEMENT of hundreds of thousands of dollars and numerous other acts of theft and infringement of certain people's rights. BE WARE THAT THERE ARE NO REGULATIONS AS THE STATE BAR OF CALIFORNIA AND CALIFORNIA COMMISSION ON JUDICIAL PERFORMANCE WILL DO ABSOLUTELY NOTHING TO STOP THESE EXTORTION SCAMS. As for myself and other victims of Marin County Court, I ADVISE EVERYONE TO BOYCOTT ALL MARIN COUNTY BUSINESSES UNTIL DAMAGES HAVE BEEN PAID OUT BY THE COURT: THIS REPORT WILL REMAIN HERE UNTIL $419,000 in damages have been paid to me for ruining my life and that of my family's for 11 months over complete false charges and accusations, with continual THREATS, HARRASSEMENTS, INTIMIDATION BY SENDING THE LOCAL POLICE TO MY HOUSE TWICE TO THREATEN ME INTO NOT PURSUING MY COMPLAINT, etc. KEYWORDS: JEANNE MANN, KIM TURNER COURT EXECUTIVE OFFICER, LYNN DURYEE, KAREN RICHARDSON, J.
