Nice portifolio and good reviews is not always trustworthy

This is a great story told exactly how it happened, ENJOY reading!

I was looking for a web designer to design my upcoming Penny Auction website. While searching the internet i came across this guy from India with the following Scriptlance portifolio:

Since i was not a member of this Scriptlance.com site, i googled up his website, and e-mailed him with questions and also asked him about rates. He claim he had worked with several Penny Auction sites before and was well familiar with the script i was using (which was probably just ONE of his many lies during the whole time I TRIED to worked with whis guy).

I listed up what I needed, and he offered very affordable prices, and based on his portifolioI was convinced this guy could do a decent job with my project. We agreed pre-paying through paypal before each task.

Hes first task was to make a coming soon web page, and a company logo. He started with not doing anything at all with our work (probably working with other clients urgent projects I guess), and excuse him self with a story about hurting his leg and ended up in an hostpital with no way to communicate with me). Finally, after several days he submitted a coming soon page that was downloaded from google.com, and the logo also was a simple google image. I did not accept this, and told that we wanted a custom page, and how we needed it to look like. He agreed making a new custom site, based on our demands. When he started this it went pretty fast, but the problem was that he did not pay any attention to details himself. We had to comment after every revision about changes, even on pretty obvious details. But after about 4 revisions we realized this was the best it would get, so we accepted the work. Before starting on the website template we wanted him to do a pro facebook and twitterpage, and also integrate some links on our coming soon page. We agreed on the price, and I pre-paid him 100$ for this task. After about 2 weeks not hearing anything from him, I contacted him and asked for some result. And AGAIN he blamed sickness for the delay (he had probably not even started our work at this point). I now realized that I cannot trust this guy, and told him I think its probably best if we get someone else to do the next task which was the website template as we simply don't have the time to wait several weeks on him to complete the whole project. I told him we needed more people engage on this projects. Now he got really stressed, and begged us to wait 1 more day as he really wanted to do the whole project. He told us that if we did not trust him he gladly refund us the 100$, and if he did not submitted the whole 100$ task within the end of the day, we could feel free to hire a new guy. What happened next was that he submitted 1 of 3 that night (the twitter page) and it looked like a 15 minute job (again with a poor logo suggestion that was about everything I told him I didn't want it to be like). I told him that this was not acceptable, due to that he had 2 weeks on this task. He excused himself with not having budget to buy real pictures to make a real logo (but the problem was not lack of pictures, it was that he didn't do any photo shopping with the picture. That's what we pay designers to do, isn't it?)

I filed a complain to him and told him that unfortunately this was not working out as we planned. He then admitted everything (that he messed up in a hurry, due to many urgent projects at the same time). I knew this all along, and I also suspected this because our work was outside the Scriptlance system (the freelance website where hes a member), and therefore we are not able to provide negative feedback and withdraw money. He now said to me that I could show him a twitter page I liked, and he would make an even better one, and begged us to continue to work with him (poor desperate freelancer). At this point I realized he probably wont refund any money anyway, so I told him he could complete the task as planned, and sendt him description of the twitter page I wanted him to make.

27(!) days later after a couple of will submit all work in a couple of days and submit very soon I still had not received ANYTHING from this guy. I then made the final complain and claim complete refund for any work that's not delivered. He now started to blame it on me, and told me it was a big loss for him when I said I needed someone else to do the rest of the project (website template). And he also said that 100$ was a discount price because he thought he was going to get to do the whole project, so now he has the nerves to claim me for 100$ MORE to complete the task with high quality work. Can you believe this guy?? (He never gave any preference to our project AT ALL, and now he is pissed off because I didn't gave him more work??).

I off course refused this, and told him that I wanted the work he promised me earlier, and I also had paid for it before. He said he could submit something the next day, but then I should not be able to complain about the quality of the work. I told him that if he had not started the work after 27 days, he shouldn't bother starting the work at all. I was not interested in any more messed up in a hurry work (as he promised high quality work earlier), and told him to just refund me for what was not delivered according to plan.

He now refuses to refund me any money at all, and he also refuse to do any more work for me if I not pay him 100$ more (even when I suggested him to only do half the work he owed me).

Ive got all the e-mail history, to prove my case. There is more between everything I just said, this is just a recap.

This guy pretend to be a professional at first, but he just a 19 years old kid, with no education besides high school. His facebook page:

And if you look at his good reviews and feedbacks at the scriptlance page, notice that this is mainly small task (between 15-60$). I don't think he has done any real big projects, it certainly doesn't look like it.

What should we do about this guy, and a situation like this??

(And off course, AVOID this freelancer, he is everything you just read! )
