Also, I have recently discovered that one of H.B.'s pilots, who I have specifically named in the past as one of the harassing pilots, has a very corrupt history, this news article is also attached below. Also, attached below, are two independent eyewitness testimonials on my behalf, for your consideration. The "Law" would consider this witness as credible. He has no criminal record, nor do I. I also have hours of video tape evidence, and hundreds of e-mails sent to HBPD describing hundreds of HBPD helicopter harassment incidents. I have letters and e-mails from HBPD Chief Small, HBPD Internal Affairs representative Russel Reinhart, and the FAA, and the OCDA. HBPD Lt. Reynolds is on tape calling me a sodomite. HBPD sent me a letter sustaining my complaint against him. HBPD has threatened me 4 or 5 times in the past 18 months with a restraining order because of my hundreds of e-mails and hundreds of "disruptive" phone calls to HBPD complaining of helicopter harassment. They have never carried this threat through. HBPD Dave Weiderin came to my home a few weeks ago and threatened me with a restraing order (again). I asked him if he thought that there might be some legitimacy to my allegations against the HBPD pilots. He said no. I called him an "undiscerning mental midget" and told him to get off my property. I highlighted it in red for your reference. I have evidence to suggest that the HBPD pilots are falsifying altimeter (altitude) readings, thus radar reads them higher than they are actually flying at. (see e-mail below) Here is a brief description of what the HBPD Pilots do to me.... Since moving to H.B. over two years ago, 8/08, I am constantly followed around HB, and even neighboring cities by the HBPD helicopter. They will often (sometimes daily) follow me street by street from above as I drive, circling me at red lights. At low altitudes, they will circle me; fly over me and/or aggressively bank over me in the parking lots of gas stations, stores or other locations I go to. When I leave the city limits of HB, upon returning home, I will be met and escorted home by HBPD pilots as I drive below them. Or, upon returning home from an outing, they will be hovering or "lurking" in close proximity of my neighborhood and greet me with a 150-200ft. very low altitude direct passover of me while exiting my vehicle in my driveway. They will hover, circle and/or do repeated passovers of places I go to, often at very low altitudes that are below protocol flight standards (HBPD routine flight protocol is 800 ft). They also circle me and do repeated passovers of me when I go to local dog parks with my dogs, sometimes following me there, and/or following me home. They will follow me and tightly circle me when I am in my neighborhood riding my bike, or walking my dogs. They do repeated below protocol altitude flyovers and circling over my home. If they should fly over my home, and see me outside, they will automatically start to either tightly circle my home, and/or do repeated antagonizing and tormenting fly-overs of me. This often drives me to go inside. They do this both during the day, and late at night, often purposefully waking me up at night. They have followed me and swooped down on me as I drive on the freeway, in and close to HB. I have video and witnesses to all of these described incidents. There is also a recorded flight data website the FAA directed me to. This website shows dozens of my alleged HBPD helicopter harassment events via recorded radar imagery. Allegations against Huntington Beach Police Department : Last night, 11/15/10, in the early evening hours, the HBPD helicopter did multiple low altitude direct pass-overs of either my home or in very close proximity of my home. Most or all of these fly-overs were under HBPD's routine patrolling protocol altitude of 800ft. Radar indicated 800 ft. on one of these pass-overs. I believe that radar is incorrect. According to the FAA from a recent report that was mailed to me specifically regarding my allegations against HBPD, I quote .. "If the wrong barrometric pressure is entered into the altimeter, the altitude indicated will not be the actual altitude." I allege that the HBPD helicopter pilots are mis-setting their altimeters, or the calibration of the altimeters is off. I have other witnesses who have testified of very low altitude fly-overs. These flyovers registered higher on radar than the (HBPD helicopters) were actually flying at. (see attached independent eyewitness testimony.) Low altitude or helicopter altimeter error is only part of my allegations against the HBPD helicopter division. The HBPD uses their police helicopter and power to maliciously harass people. They willfully and purposefully inflict emotional distress upon citizens that they "don't like". They do this with constant low altitude flyovers, as well as stalking, circling and following these certain citizens. They abuse their power and authority by using their police helicopter to maliciously harass, taunt, stalk and follow whoever they choose. They do this to me (and others) as I drive, or at places I travel to, as well as at my home. (see attached independent eyewitness testimony below.) As to not be obvious to people considering my allegations, lately, the HBPD helicopter has "toned down" and "lessened" their harassment of me. There is no acceptable level of police abuse of power, inluding malicious and intentional harassment. I have repeatedly said that of course I expect to see the HBPD heliciopter patrolling from time to time. However, what myself, and others eexperience from the HBPD helicopter is not happenstance encounters of routine patrolling. HBPD's Dave Weiderin requested to meet with me regarding the situation. HBPD's Dave Weiderin came to my home. He "wanted to resolve the issue" that I have with HBPD "sucessfully". I new all along it was a rouse and a ploy by HBPD to be used against me. Dave Weiderin came to my house, sat on my couch, and denied all of my allegations. He told me that he believes that medication, that I am possibly taking for HIV, is making me "delusional". He told me that there was an Orange County Mental Health Care Representative waiting up the street from my home, waiting to talk with me. Unbelievable! I purchased this property in August 2008, and we have been roommates for the entire period since. I am aware of some of what has transpired between Eric and HBPD. Several weeks ago I voluntarily accompanied Eric to HBPD station lobby to personally report to Officer Buschhousen my observations of some specific incidents. I also reported that most every time I drive anywhere locally with Eric in his vehicle, there appeared to be HBPD aerial activity in our immediate proximity, such as close and low altitude circling, and the appearances of being followed at times. I have also in the past inquired of low altitude fly-overs and circling over my home. In addition to reconfirming those events in this memo, I wish to make additional statements: 1) I hereby attest that, to the best of my distance judging abilities, numerous flyovers of my home in the past few months have been well under 500' AGL, more in the order of approximately 300' AGL. This occurs both during day and night. 2) Eric xxxxx is not delusional or irrational. He is a responsible, upstanding person, a well-respected construction craftsman/worker. And, judging by his workload, he has much more important priorities than intentionally making up such harassment claims to the detriment of everyone's time and energy. 3) Regarding HBPD helicopter altitude protocol, which is mostly for noise issue/abatement, please send a memo to your pilots to stay at protocol over my home unless necessitated or warranted by an official Police Call.
