GolfCow Sales SHODDY BUSINESS PRACTICES--GOLFCOW CHARGES IMMEDIATELY, NOT WHEN ITEM SHIPS; ignores messages; promises full refund but fails to delive

On March 18, 2011, I ordered an accessory from GolfCow only to realize immediately I put down the wrong item number.
To my chagrin, the charge had already gone through PayPal.
I called the company, but it was apparently a store front only because a recording only asked customers to leave a name and number. I followed up with an e-mail; it, too, did not elicit a company response. I checked complaint boards and found others complaining about GolfCow charging PayPal and credit cards instantly for purchases even though items weren't sent for days. GolfCow tried to tell me it did not get any of my messages. Finally, it agreed to refund my full purchase price PLUS return shipping costs (e-mail msg). I returned the item the day it arrived at my home. It arrived two days later at GolfCow, but it took two more days to get a PayPal refund. The problem is that GolfCow failed and continues now not to pay my return costs. I filed a merchant/vendor complaint with PayPal; it is now in the hands of the Fraud Department. GolfCow, unlike Amazon, takes your money first, not when the item is shipped, which is a shoddy way to run a business. With Amazon, should I make a mistake in my order, I can instantly correct the mistake (which did happen to me one time in the last five years with Amazon). Others on the net and on this board have complained about GolfCow. Thank you, RipoffReport, for giving us this forum.

Golf Cow sent e-mail advertising Memorial Day Specials. I placed an order of one of special items (item showed in stock when I placed the order) and then filled out the order with some other merchandise at the same shipping cost to avoid paying excessive shipping charges. Golf Cow shipped order then advised that the "Memorial Day Special Item" I specifically wanted was no longer available. It unilaterally changed my order and charged my credit card. I advised that I did not want the other items and that it could not simply change the order without obtaining my concurrence. I demanded a credit to my account and it did not provide a credit. I demanded a return shipping label which it provided and again demanded a credit to my account. It refused to credit my account. I returned items and it still refused to credit my account until first, it recieved the return and that I again demanded a credit.

So, it advertised items that it did not have, it showed items in stock it did not have, it unilaterally changed an order, it charged my credit card for items it did not have and then shipped the order it changed and refused to refund my credit card until I returned the items it shipped wrongly and only after I made my fourth demand for a credit. I am complaining to California Attorney General and US Federal Agencies.
