I received a suspicious letter with a Texas A&M logo, thanking me for being a valued customer. There was no sender name or address, or customer service phone number. It referenced a bank card I do not own, including the last 4 digits. The purpose of the letter (three pages) was to inform me of all the terms and conditions associated with the card. In the fine print, under "balance transfers" it references bankofamerica.com, issued and administered by FIA card services, as an on-line contact to determine eligibility for higher rate balances, etc. I have read of others who have experienced this same thing and consider it a scam. FIA's contact folks never returned my call. I have contacted Bank of America and indicated I am filing a scam Report. I also intent to notify all credit monitoring services to keep an out out for identity theft/fraud based on this information.

Beware of suspicious envelopes
The Powdersafe system was developed in response to the issue of substance filled envelopes but has proven itself to be a versatile product that can be used in a number of roles. In analyzing the problem what we saw were three key elements. First was the need to educate people on the appearance of suspicious envelopes believed to contain suspicious powder, secondly was the need to provide a safe environment in which to contain and control the potential threat allowing investigation to be undertaken as to if there is a threat contained in the envelope and thirdly if a threat is identified the ability to remove the threat from the place of discovery to minimize the disruption.

We examined the practices of the first responders and the needs of the investigators all of these considerations were encompassed in the design. Another important requirement was the ability for the system to operate without the need for any form of power as this also places limitations on a product.

In assessing these requirements we researched the most stringent level of Standards and examined authorities such as the World Health Organization documentation and regulations pertaining to the movement of hazardous material.

To further understand the issue you need also to consider that there are six known weaponized biological entities that can be placed in an envelope or small package, there are two main bio-toxins, 82 base chemicals of which several are extremely toxic, multiple natural irritant substances and finally a whole lot of ‘hoax’ materials or substances. At point of discovery you do not know what you are dealing with.

One of the important aspects we discovered which still holds true today is that there is no single analytical apparatus that can analyze all the above mentioned substances and in many cases the substances need to be transported to a testing facility for further analysis.

The Powdersafe system in turn was designed to minimize risk for the first responders by providing a system designed to go from point of discovery to testing facility without the need to transfer the unknown substance from one container to the next. The system was also developed to minimize the risk of destruction of forensic evidence by allowing the suspect item to be maintained in the same vessel at all stages reducing the risk of degradation of the forensic evidence by human interference.

The Powdersafe system is designed to allow interaction with analytical devices either by the ability to read through the walls or by passage through the small ports which avoid the need for reopening the main seal. In order to maintain the integrity of the system and ensure that the end user knows that the product is operational an annual service is required as the man made components have a finite shelf life.

The Powdersafe system comprises of an instructional DVD examining the appearance of suspicious mail, the isolation chamber complete with letter openers and the heavy duty transport case to protect the chamber. By encompassing a primary chamber and a secondary protective case the system meets the requirements for the movements of hazardous materials in accordance with global regulations such as the UN guidance documents that form the basis of most countries hazardous materials movement regulations.
