Chris Latini of Woodfellas was hired to Frame my home following a Total
Loss House Fire in 2008. He brought Noah Lacy (an unlicensed
subcontractor) onsite, and began construction. Chris did not build the house to the plans specifications. The
Underfloor framing inspection failed on 6-23-09, as he used thick stacks
of asphalt roofing shingles to shore up and level the underfloor.
Instead of correcting this, he called (without authorization or
permission to do so) the insulation company to have them cover up the
work the same day. He then called for a re inspection of the underfloor
framing the next day, after all of the failing work was covered up -
and was able to talk the inspector into passing the work. They then continued to build on top of the unstable flooring, and built
the walls to different widths than the plans. I paid for premium
lumber, but the lumber actually used in construction was mostly factory
'outs'. Several of the walls were built to tall, and a chainsaw was
then used to 'cut away' more than 4 feet of one wall. Chris spent most
of the time off fishing while he had other guys do the work, only
showing up to rant & rave - screaming about payments. When the engineered roof trusses arrived on 6-30-09, they did not fit
the framing due to the inconsistent wall width. Chris's solution? He
had his guys take them all apart and 'scab' them together. 4 Weeks
after Latini was hired, the house was 'framed' - with windows, doors,
roughed in plumbing, electrical HVAC and roofing materials that were not
approved. The contract that was signed did not give Chris authority to
choose the details of the house, yet he did - even installing them
after being instructed not to. The contract for the HE Gas HVAC system
was broken (by Chris) and an electric 'air handler' was installed in
it's place for the same cost - without the heat pump. (HVAC Contractor
went bankrupt). Somehow, Chris BS'ed his way through the inspection process, and was
able to get city inspections to pass, initially. (All inspections were
reversed when it was pointed out to the city that the plans were not
approved until 7-9-09 yet the house was built by then, and the
engineered roof was never updated to fit the revised wall widths) Chris Latini's way of dealing with this? He attacked me (a Single
Female) via text messages, e-mail phone calls and in person. He
threatened me repeatedly (I still have several e-mails and voicemails)
against filing any complaints - (I did, and he was fined for hiring
unlicensed subcontractors). I did not know the full aspects of what he had done to my home until the
following July. Between that time, the symptoms were frightening.
Walls cracking, roof trusses cracked end to end, ceilings dropping as
the trusses failed. Walls dropping where the tar had melted and support
was gone. More than 5 thousand pictures tell the story Chris tried to
hide, as the house cracked in half (Chris blamed the drywall
contractor), the foundation cracked in more than 20 places from
unbalanced loads, the Facia broke away and the electrical wires were
pulled so badly they shorted in places. Chris refused many requests to perform warranty work (as required by
Oregon State Law). He overbilled, and literally screamed at me to pay
bills for work that was not approved and NOT up to code. He threatened
the lives of my children, so I paid in full, for all work, in the month
of July 2009, the month I fired him. My continued requests - via phone and e-mail for repairs and warranty
work were ignored, until Chris simply changed his phone number. On the
Oregon CCB website, it is listed as 541-868-4030 - now it is
541-868-7096. When I legally picketed the City of Eugene and Areas
around his home, Chris lied to the Police and claimed I was harassing
him. I was served with a 'stalking citation', that was promptly thrown
out by Judge Mitchell of Eugene Circuit Court, with Judge Mitchell
ordering Chris and his attorney to provide me with the name of a
business representative. Instead I received a letter from his attorney that states I will be
'seriously injured or killed' if I come into Chris's presence or the
presence of 'others'. In July of 2010, KA Engineering sat me down and gave me the bad news.
The only way to fix my home was to raze it and start over. I spent 210k
to rebuild my home (the insurance was only 140k) and it was unsafe,
structurally unsound, and again, a total loss. After 2 years of trying
to take my family home, I walked away and let the bank have it. Chris
and his brutal tactics were simply to much for this woman to handle. Chris calls me 'crazy' 'nuts' and a major druggie (untrue). He has
attacked me personally every chance that he gets, has threatened the
lives of my children and me, and has not once addressed the building
reports on the unsafe workmanship, shoddy construction practices or flat
out fraud he practices. There is an 'Angie's List' review that shows
pictures and other evidence, and a website that tells the 'story' 2
years of hell from start to finish. Don't let this man do this to you. In less than 5 weeks, Latini took a
beautiful engineered set of houseplans, didn't bother to build to plans,
and destroyed any possibility of it ever being habitable. The city of
Eugene Website for Building Permits and inspections tells the tale
permit number 09-00329-01 - building plans approved on 7-9-09,
inspections that passed and were reversed - it's all out there. This man is DANGEROUS- his construction methods unsafe, and he puts
human lives at risk anytime he picks up a hammer. He works under the
names 'WoodFellas', Latini & Lyman, and Chris Latini Construction.
Fighting him was not worth risking the lives of my children, so he is
still free to continue this cycle of abuse of trust, contracts and
outright fraud. In fact, he is proud of it. |
