United Online Collections Division Juno, United Online Collection notice for fraudulently created account, unhelpful customer service Woodland Hills,

I received a collection notice for $29.90 for internet services supposedly rendered by "Juno, a United Online company". The phone # included was just a recording telling me to mail money into the PO box included in the letter. I have never had an account with Juno or any other United Online affiliate. I looked up juno's customer service number from their website. After being shuffled around for 45min on their customer service line (888-839-5866), I was told that someone opened up an account in my name five months ago and there was nothing I could do but write to the PO box in the notice. They refused to connect me to anyone at the "united online collections division", and told me that it was impossible for me to contact anyone at that division via phone or email. Now I will send them a letter via snail mail, but will have absolutely no proof that they received the communication without paying for signature confirmation. Ugh...
