Blatant disregard for ethical conduct

My wife and I are in process of having the worst experience with this company ever. It all started when we found a van for our growing family. It was missing the 3rd row seat though, I had already done some research and knew I could get seats for about $200. We offered him $2500 for the car as is or $2800 if they got seats put in for us. This was at the end of April in 2011. The van had a engine light on also, and no plates and I told him if there was an engine light on It wouldn't pass DEQ, He assured me that they are obligated to get it through DEQ as a dealer, and told me they would fix it and do that if it didn't Pass. Tyler is pretty much the only guy there. The building looks like they live there, the secret back room has sheets over the windows, but that just so you don't see the Big flat screen TV, and the Magic cards in the front office should have warned me to stay away... I took it to DEQ and Surprise it didn't pass. 2 weeks later they still didn't have a 3rd row for us, Tyler said they had got a couple but sent them back because they weren't right. Basically just leading us on. I finally got so mad one day I was there, Tyler ended up giving me $70 after I signed a document saying they were giving me money to go buy a seat, He sent me to Vancouver to buy a 3rd row off Some guy he found on Craigslist. It wasn't quite what we were looking for but at least it was a 3rd row, and my wife was due anyday. Fast forward to this week, june 18 2011, My 30 day permit is almost up so I took the Van into them on Mon morn so they could fix the engine codes and take it to DEQ, Tyler said thay would have it ready by Wed afternoon. BTW they never once called me, I called them every time. I called Tues night and they said they just got to it Mon night, and would take it through Wed. I called Wed and their phone was disconnected. I went down there and Tyler told me their servers crashed and their phones were all connected. Their mechanic wouldn't be able too look at my car because he was fixing the phone/server issue. Yeah right. I told him I needed it that weekend and I would be back to get it on Fri, whether or not it was fixed. Fri night I had a friend drop me off after work. at 6Pm, Tyler handed me the keys, and said they fixed one thing and had to order a part, but wasn't sure when it would come in. I went and looked at my car, and it appeared that they didn't even touch it. The part that I had noticed from the very begining which was broken(probably causing the engine code, was still where I left it. And guess what, My trip permit was gone. My Van, no plates and No trip Permit.. After 2 hours of arguing with him(Tyler) about it, No one there would cop to it, and No Mechanic in sight. He refused to give me a new permit, said he was all out and that the owner was in Salem getting new ones, Excuse, and refusing to give me a loaner car off the lot, Oh but he did try to swap me into 2 different vehicles that had plates and tags already. I even tried calling the Police but they said it was a Civil issue and that they could not do anything. I drove home Illegal, This morning I took it and bought a new 21 day Trip Permit, And I will not be going back to TOTH with my Vehicle, I am taking care of this myself.

I did have some great advice from a friend to day. He said contact the DMV office that deals with Auto dealer Licensing, and file a complaint with them. Every Dealer has to pay a Bond to get their license and they would not want any issues with that. So I will be calling them on Mon.
