target, paypal target.com, paypal, target store paypal does not! protect against Target's illegal consumer refund 'policy' Internet

hi, i'd like to report to all of you how Target dept. stores are targeting those of us who are trying to avoid the id theft scenario... we use paypal for 1 reason, to keep who has access to our financial information limited, RIGHT!...so.... if you purchase an item online utilizing your paypal, you expect to be protected from the fraudulent and the scamming, correct? well,sorry but it is absolutely not the case, here is one example ... i purchased a rock n roll mickey from target.com- only to find out that i did not need this anymore for the gift it had already been purchased. so i take the mickey AND my packing slip to target [ becouse the return policy on the slip says it can be returned to store] they try to give me a gift card!!!! ummm the $$$ came from my bank!!!! just becouse i used paypal to protect my identity should have no bearing on the form of return whatsoever!!!!! target insists it is the only option, hmmm they got paid in $$$$ why can't I??? this is their attempt at theft from consumers!!! forcing you to buy from them, keeping the $ you paid in THEIR hands. this is unethical and breaches many federal statutes concerning consumer rights! how do they get away with this??? here is how after speaking to target.com representative david and being told repeatedly that 'it is their policy. and system will not allow a refund!' i called [ paypal ] spoke with jay at 6;13 est on dec 22 2011, a dispute rep. and was told that they would file a ;note; about this... that paypal treats target same as any other organization they allow to utilize their services. that if the item is not damaged or never got delivered i was pretty much out of luck. they show no interntion of trying to contact target or of resolving this continual assault on us by target, so my interpretation of paypals standing is that they do not care as long a scompany pays its dues!!!! i hope we all take care before utilizing PAYPAL or TARGET in the future!! i know I will!! lets get together and ban them , see how long they can stay afloat before better companies take over who put policies in place to protect and who stand behind their promises of customer satisfaction!!!! thank you
