I have also been a victim of this individual, who advertises puppies as checked by a veterinarian - her "vet card" is one that she has admittedly had made up at Staples. She fills in the information and signs a vet. It's called FRAUD!! Samyre has bragged that she hasn't taken one of her dogs to a veterinarian in over 12 years! She thinks she is better than them, but she picks up ANY cheap little puppies she can find and advertises them over free web sites. Her "registered" dogs come with phony papers. She claims to be a registered breeder, but if you check, as I have, she is not registered with any breeding associatons. She is not a member of the Canadian Kennel Club, and doesn't even have a license to breed dogs!! She runs a horrible puppy mill full of parasites, viruses and dog shit!! Unfortunately the circumstances you have described are familiar to the CKC and each is presented with unique differences. Even though the CKC may not be the appropriate body through which you pursue your concerns, we hope this generic information will be of assistance to you in finding the right direction.
In order to continue your pursuits through the appropriate channels, the following explanation of how and in what capacity the CKC operates and relates to various other bodies is necessary. Not all of the following information will be specific to your needs but it does cover a broad range of issues common to individuals who have been in touch with the CKC for help and guidance.
THE CKC AND THE ANIMAL PEDIGREE ACT
The CKC as the primary registry body for purebred dogs in Canada, and like all other livestock registries in this country, is simply an adherent to the federal statute known as the Animal Pedigree Act that falls under the auspices of Agriculture and Agri-Food Canada. Our mandate under this Act is to register purebred dogs, maintain pedigree records, and sanction official Canadian Kennel Club shows and trials and other events.
The registration process is explicit and you may wish to see our website at <www.ckc.ca> for precise details and a link to the Animal Pedigree Act should you wish to review it in detail. Basically stated, any dog advertised and sold as purebred must be registered or eligible for registration with the CKC or other registry body incorporated under the Act for the purpose of registering that specific breed. It is the responsibility of the seller to provide these papers at no additional cost to the buyer within six months from the date of sale. In order to be eligible for registration, animals must be identified by either tattoo or microchip prior to leaving the breeder’s premises.
IT IS NOT A REQUIREMENT TO BE A CKC MEMBER TO REGISTER DOGS
The same legislation applies to all sellers of purebred dogs regardless of membership status. Should it come to our attention that inconsistencies or activities have occurred that may constitute violations of CKC By-laws or the Animal Pedigree Act, the CKC is responsible for investigating and determining whether the alleged violation may simply be due to a misunderstanding of CKC By-laws or the Act. If attempts to resolve the situation are unsuccessful, the matter may proceed through the CKC disciplinary process as set out in CKC By-laws. In the case of violations of the Act, the Royal Canadian Mounted Police (RCMP) provide enforcement. However, local detachments of the RCMP must balance their caseload among many responsibilities. Based on an understanding with Agriculture and Agri Food Canada, the RCMP may use its discretion when investigating possible charges and in most cases it will only become involved once the CKC has dealt with the matter through the disciplinary process.
Beware of the offer of purebred dogs being sold with or without papers. Purebred dogs require a certificate of registration to be legally considered as purebred under the Animal Pedigree Act. If you have purchased a purebred dog you are legally entitled to receive a certificate of registration reflecting transfer into your name within six months of the date of sale.
THE CKC AND OTHER REGISTRY BODIES
As an internationally respected registry body, the CKC has reciprocal agreements with many similar organizations around the world whereby the pedigree records of our animals are accepted and we accept the pedigree records for those dogs registered by these organizations; e.g. The American Kennel Club, The Kennel Club, England, etc. This is necessary in order to facilitate competition and the registration of dogs that are either exported from Canada or imported into Canada. If an animal is registered in a foreign country, and the CKC recognizes the foreign registry body, the animal may obtain Canadian registration if all appropriate requirements are fulfilled. Problems arise for new owners trying to obtain CKC registration when dogs’ foreign records are incomplete or when they are registered with organizations that are not officially recognized by the CKC. It is the responsibility of the seller to provide appropriate documentation to this end.
Dogs with unregistered parents cannot be registered; dogs with one registered parent cannot be registered, dogs claiming registration with unrecognized registry bodies such as the United Kennel Club (UKC), Continental Kennel Club (CKC), Canine Kennel Club (CKC), also represented as CKC USA, cannot be registered with the CKC. These are not the whims of a group of dog lovers; these are federal laws.
The CKC warns individuals that the confusion over the use of CKC can become cloudy and to seek confirmation prior to any purchase as to which CKC is referred to in any claim of registry. In Canada there is only one acceptable CKC and that is The Canadian Kennel Club operating under the auspices of the Animal Pedigree Act.
THE CKC AND THE SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS
The Animal Pedigree Act, under which the CKC functions, is not intended to provide adherents with the authority to police inhumane treatment or cruelty to animals. This is done through the Society for the Prevention of Cruelty to Animals (SPCA) under the Criminal Code and complaints regarding issues of this nature must be made directly to the local SPCA by the individual complainant. Should allegations warrant an investigation, the policing body responsible for enforcing the Criminal Code would do it on a local basis. Please note that should a CKC member be convicted under the Criminal Code with cruelty to animals, CKC membership will be terminated.
HEALTH ISSUES, GUARANTEES, CONTRACTS AND THE CKC
Purchase and/or sale transactions, guarantees regarding health, temperament or any other issues are private undertakings agreed upon at the time of sale between buyer/seller. They are completely separate and apart from the Act, save for the function of registration of purebred livestock, which in the case of the CKC includes recognized breeds of dogs. Please understand that the CKC does not refer or recommend individual breeders and is not a party to the purchase and/or sale of any individual purebred dog. Therefore, any and all issues arising because of the death or health/temperament concerns must be addressed through civil court. Should either party deem it necessary to litigate an issue, it is dealt with directly between the individuals involved in the transaction. The CKC does not act as a facilitator for such matters.
A common misconception is that breeders are in some way "licensed" or “registered” by the CKC; this is not the case. A breeder may reserve a unique kennel name for the purpose of identifying their dogs’ origin. A reserved kennel name is simply that, a name not a license. Beyond fulfilling the legal requirements of the Animal Pedigree Act for registration purposes, the CKC does not and cannot control breeding practices at this time and will never be in a position to predict the future of any individual dog. A responsible breeder, however, can certainly work diligently towards high standards and good quality animals with some positive sense as to the dogs’ future. The quality of any animal is, and always has been, in the hands of the individual breeder from whom the dog was originally purchased. Many thousands of healthy, happy dogs are bought in Canada every year but we realize that tragic circumstances do occur and nothing after the fact can truly address the inconvenience and, in some cases, the genuine loss that has occurred.
CKC AND ITS EXPANDING ROLE
In an effort to expand our role and mission beyond that of a registry body and a recording facility for shows, trials and events, the CKC has identified certain initiatives that are to be undertaken. The following are just a few of the priorities the CKC has set, which we believe will promote the welfare of purebred dogs:
1. Development of a breeder education program to assist breeders in developing a healthy and well
defined breeding program through expanded knowledge.
2. Development of a voluntary advanced registry to promote the health of dogs (sound mind and sound
body) and the betterment of breeds.
3. Development of a breeder/kennel accreditation program whereby breeders would voluntarily adhere
to specific standards and agree to submit to inspection of their breeding facilities in order to receive
accreditation.
These types of national programs take an enormous amount of commitment to develop but through diligence, the willing participation of responsible breeders and time, the problems we deal with today might one day be in the past.
CKC CODE OF ETHICS AND CODE OF PRACTICE FOR MEMBER BREEDERS
While every member of the CKC is bound by a Code of Ethics and breeders are specifically bound by a Code of Practice, please keep in mind that a code of ethics is intended to be a very broad philosophical foundation on which to build codes of practice. The Board of Directors did just that when it approved the Code of Practice for CKC Member Breeders with an implementation date of July 1, 2003. The Code of Practice is a culmination of considerable consultation and effort by many individuals over the years. It will provide CKC member breeders with a set of mandatory standards and requirements relating to the proper maintenance, breeding, selling and overall protection of their chosen breed(s). This 'con artist', as i believe that's the best way to describe her, sold me and my girlfriend a teacup size Yorkshire Terrier puppy on Dec.22 2011. She met us in Leduc in the McDonald's parking lot, and was adament that we pay cash for our puppy as she was leaving out of town the following day. 18 hours after 'Monty' arrived home he was stricken with severe diarrhea and vomitting. We rushed him to the emergency vet clinic closest to us where he spent the next 6 days in intensive 24hr care, and succumbed to his ailments 6 days later. 'Sam Brasil' as she called herself is a HUGE scammer. Well known to the ASPCA and the Edmonton Voices for Animals shelter, this woman is a master of deception. Having been in operation for at least the last 3 yrs as a puppy mill/puppy broker she has received several complaints and reports with the ASPCA, the Edmonton Humane Society, and the RCMP. We are her latest victims after purchasing this cute puppy from her, having him become deathly ill within a few hours of owning him, and dying after 5 days of intsense vet care. She is now refusing a refund for our puppy, is no longer taking our phone calls, and had the audacity to tell our vet that we poisonedd or dropped our dog on his head, which our vets have confirmed was not the case.
This is a warning and a cry for help. This woman is still in business and selling sick dogs to people. We have contacted every animal service agancy we can find as well as the RCMP to help get the word out on this criminal. When i came across this page my jaw dropped. I had no idea the extent of this woman's abuse towards animals and am begging everyone and anyone who has had any contact or experience themselves with this lady to come forward and assist us in shutting her down. This woman is still in business because too many of us have remained silent and not taken this abuse to the next level. This puppy was like our child and we are not going to stop until we reach the highest level of judicial enforcement we can. We will be filing a civil suite against her in the coming days for the cost of the dog and the vet bills she has stuck us with.
Forgot to mention, 'Sam' or whatever alias' she uses, rushed us into purchasing the puppy as she was going out of town for the Christmas Holiday. Due to her 'vacation, ' she left out of town shortly after the puppy was sold and was unreachable during his entire stay at the vet, rendering the 72hr return policy we had with the puppy "void" in her words.
Sam Brasil, as she called herself also goes b0y Samira Markcondes, Sam Binicki, Samyre Binicki, Samira Markones and a host of other fake identities in an effort to thwart any and all investigations by police, individuals, and any humaine groups.
In summary, I am begging anyone with information or details on this woman to please contact the RCMP, ASPCA, or the Voice for Animals Humane Society in Edmonton and please give them all the information you can. Please help us stop this woman from abusing animals and selling them under false pretenses to innocent people. This will not end and more animals will continue to suffer at her hands until enough of us come together and fight against it. |

I am sorry that you have come to this site. It is filled with grief and reports of people's wrong-doing.
I have heard so many heart-wrenching stories written by people scammed by people who are not animal-lovers, but resell animals strictly to make a profit. We went through hell dealing with "Sam" in 2008, which still haunts us years later. We decided it would be best to adopt from a "Humane Society" but again, there are many people who are running scams in that department as well. It is sickening to realize what humans are capable of doing to God's creatures.
Samyra claims to be the victim, as all criminals do. The actual fact is that she has sold THOUSANDS of sick, dying dogs to THOUSANDS of unsuspecting victims. Her ads are constantly being posted on all the free ad places, including Kijiji Edmonton. She gets so much pleasure from being able to 'rip off' people that it is really sick, twisted and sad. I don't know why the authorities don't take more action against her, but I do know that KARMA will catch up with her. Hopefully sooner rather than later. Stay clear of this volatile, revolting person as she tarnishes everything she touches. Her daughter's home is in Sherwood Park, and yes, the do have lovely homes. They can afford to live very well with all the money they make by brokering puppies. Hundreds of thousands each year!! To claim she is being harassed by only ONE PERSON - what a lark!! Samyra, your reputation proceeds you all across Canada!! Congratulations!! You have earned it!
It has become obvious that Samyra goes by multiple alias names, and not only runs a puppy mill behind her house in a huge quonset, but also is a puppy broker, as admitted above. You can't have a "license" to broker animals!! There are numerous puppy mills in the Edmonton area, who sell puppies cheap to Samyra so that she can sell them at a profit. Most - nearly all - of the dogs purchased from Samyra are infected with very dangerous viruses/diseases which indicates that her facility is infected with these diseases and perpetuated to each litter of puppies she takes in and sells. She has a medication, ie Chlorpalm, which is a heavy duty antibiotic which will pick the puppy up for several hours to cover the symptoms the puppy is suffering from. If you did manage to purchase a dog from Samyra that did not cost you a fortune in vet bills only to die, you can count your lucky stars!! Most of the puppies have multiple serious illnesses, which is why it is impossible to get them diagnosed and treated early enough to save them from going through the torture of terrible diarrhea and vomiting from parvo and giarrdia. She has been reported to the ASPCA and if she is charged, changes her name and keeps selling diseased puppies. She advertises on Kijiji and has others helping her to make an enormous profit off of these poor little animals. Her dogs are kept in horrible conditions and suffer from worms and coccidia as well as the parvo and giarrdia. We only bought the puppy from her because she showed us PROOF that the puppy had been checked and deemed healthy by a veterinarian the previous day. What we didn't realize (a person does not realize the terrible things people like Samyra will do for money), was that the vet card was forged. The ASPCA and the RCMP are negligent in thoroughly investigating the conditions of these poor animals and bringing this evil person to justice. She should never be allowed to own an animal, as she is very heartless and cruel. If you see an adorable puppy on Kijiji, be very careful whom you are speaking to do - this woman is very spiteful and uses pictures on her ads that are different from the puppy you will be offered. She is sweet as sugar until she has your money and then she goes totally ballistic.
Samyra likes to advertise her yorkies and crosses as "teacups" with Teddy bear faces. You cannot believe a single word she utters, as the picture you see will not be the same animal she is selling you. She also lies about their birth date so that she can sell the puppy very young and it will appear to be small. Samyra's "teacups" grow to be 14 pounds as adults!! She doesn't care - once she has your money, she's happy. No animal is allowed in Samyra's house. Her dogs are in a cage, no sunlight or human contact. Suffering, sick, diseased and sold to unsuspecting people for cash. She doesn't realize that she will eventually reap what she has sown. Unfortunately, she has hurt so many puppies and people that it makes the earth weep.
There is NO PROTECTION for animals that are being used strictly for making money. If you think buying from a 'rescue' society is the answer, think again. Some of these places pick up dogs from off the street, or even go so far as to STEAL people's precious pets to sell for a profit. If you want to bring a new member into your family, be certain that you check out the people you are purchasing from. Get references from their vet clinic, look at the parents of the puppy. The diseases that you can bring home are very dangerous and can infect other animals and even your children. Please be very certain that you are purchasing from an honest, reputable breeder.
I wish you every success in finding the perfect companion for your family. If you have to pay a bit more from a reputable breeder, in the long run it is by far the best bet. You want to make sure that the parents are genetically healthy so that your animal won't have defects in later years. Two or three hundred more spent on a healthy puppy is a wise investment in the long run.
By the way, "True eyes", " sick of abuse" and "you are jealous" are just more of Samyra's alias names. She has used every name you could imagine, ie: "Olive Oil", Olivia Palito, Sam Brazil and "for-your-information." Do not purchase a dog without seeing the parents, and the home the dog came from. McDonald's parking lot - just not a good idea. Actions speak louder than words.

| She used to sell French Bulldogs quite a few years ago. Same deal, met me at a mall in the parking lot so you cant see the filth these pups are raised in. The Bulldog cost me almost $3000.00 and was ill. She liked for 3 years with vet fees in excess of $5000.00. Its easy to spot her ads as she wont deal over email so there is no paper trail. All her ads demand you respond with your phone number so she can call you. She used to have her number posted and said no email phone calls only but people became wise to the number of dogs she had posted and began to wonder. Watch for yorkie ads that talk about Teddy Bear faces and Teacups and then demand your phone number. NEVER buy the dog if you cant see where its been living, and always DEMAND a written health guarentee for AT LEAST the 7 -11 days it takes for Parvo to show symptoms. Most decent breeders will honor that 7 - 11 day window. BUYER BEWARE. If anyone doubts that i am a real buyer ( and not affiliated with the above posters), comment on here and i will post photos of the dog and all the email correspodance from her before she got wise to not leaving a paper trail. The emails are signed Samyra and she leaves her old contact number which has the last 4 digits the same as her "new" phone number. |
