Robeson County Water Department scam! Still working in the dark ages! Lumberton, North Carolina

I have had several problems with RC Water Dept. The first time they actually LOST a money order that I placed in their "convenient" drive up drop box. I only found this out when my water was turned off. They claimed that they never received my money order even though I provided them with a copy money order which had a carbon copy to it. They "swore" they searched the place looking for it. I put a search on the money order and it had been cashed by RC Water Dept. I had to pay the reconnect fee though to get my water turned back on and pay my bill because I couldnt prove which account that money order went into. No one would help me at the Water Dept or at the County Manager's Office like the other reporter was ordered to go to. So, I decided to go to draft billing so they couldnt "lose" my money orders even though the thought of these people having contact with my bank account was not a thought I took lightly. Just two months ago I found out why I shouldnt have done this. I didnt get my water bill. I didnt notice though because my water bill had been running around the same amount and I wasnt worried. Suddenly they hit me for a huge water bill that there was no way that could be for my household. There are only 2 of us in my home and my water bill has averaged $20 or less for the past year. Most of the time its the basic $13 which is lowest it can go. Suddenly they sent me a bill for $57! Or should I say they took $57 out of my bank account. I am a disabled woman living on a fixed income. I believe they read my neighbors meter as mine since they are side by side and he put in a pool that month. Coincidence? But the people at the water dept wouldnt even consider that something could be amiss. I must have done something wrong. Even when I asked them to check his bill and see if his was unusually low they said they wouldnt. Odd how my bill could go from 12 or 13 to 57 back down to 13 the next month. This left me with having to pay 90 bucks this month because I have to pay the $57 water bill for last month, a $30 returned check fee and then my $13 water bill for this month. Unreal. Oh...and now they wont let me do my bills by draft for a year. I am a bit ticked that they have no website to pay online too because as I said I am disabled and cannot drive all the time. Being able to pay bills online is something that makes things much easier for people who cant leave their homes. I doubt this will make a hill of beans though to this backwards county.
