rentalcar.com most expensive rental on earth Internet

We paid rentalcar.com the full amount of our weekly rental. At Toronto International Airport, my husband, who is the only driver on the reservation realized that he did not have his Japanese driver's license with him. All he had is his international driver's license, which is not enough. The rental car company advised us to cancel the reservation with rentalcar.com, and borrow the car under my name. So we borrowed the same car with the same rental car company, just not through rentalcar.com. At the same night in the hotel, I called rentalcar.com in Tokyo from Toronto to cancel the reservation. They told me the cancellation fee is the total amount of the weekly rental. Why do they have to charge the whole amount? How much do they have to pay for a car that is not rented? They are not doing business, they are trying to rip off everything they can.
