The site looked legitimate, so I purchased a copy of Windows 7 Home Premium and paid for the software with PayPal. More about that in a moment. The software is an electronic download, so I received an e-mail with two links for downloading the 32 and 64 bit versions of the software along with the product key that was supposed to be for three computers. One of the files I downloaded did not work, so I contacted the seller for a resolution. At this point I did not know that the seller sold me pirated software. The seller kept giving me a canned response and refused to fix the problem. After I found out that the seller was not legitimate, I asked for a refund by email and I did not get a response. After a hostile chat one evening with one of their operators, I was told that my money would be refunded and I would receive a confirmation by email within an hour. I never received a refund. PayPay is supposed to have your back, so I filed a complaint with them (Case Number: PP-001-344-102-962). That was a total waste of time. The seller, pbdistributiononline.com, was CC'd on my complaint. The seller's response was for me to return the items I purchased by mail to the following address with proof of delivery: 8297 Champions Gate Blvd, Ste 236, Champions Gate, FL 33896. I was supposed to provide tracking information to PayPal after sending the software to the address above. The seller knows that there was nothing to return. How do you return an electronic download? Same guy, same problem, different ending. 
 
Microsoft Office Professional 2010 - valid license was sold with three activations for $99.99, paid with PayPal.  Email arrived with a software link and the activation code.

Upon downloading and activating the software, the code was invalid and a message said to call Microsoft.  Microsoft support said the code was blocked because it was a developer's code and was not to be sold for public use (or some such wording). 

Contacting PayPal resulted in a claim, which they then closed.  I called them and said that I cannot agree to be a victim of a crime, and this is the crime of fraud.  I asked for my money back, or their agent for service. 

They were very supportive, reopening the claim and escalated it.  I received an email about a refund - send back the product and update the claim with the tracking number.  Since the activation code was sent via email, I printed the email, and sent the copy via USPS with a tracking number to Robert Stout and requested a refund as the product was not as described.  Shipping address was:  8397 Champions Gate Blvd, Ste. 236, Champions Gate, FL  33896

The tracking number was added to the claim.  After receipt was confirmed, PayPal refunded my money.  They took care of this problem quickly and efficiently.  

Microsoft requested a counterfeit report which I completed, and included the documentation from Paypal.  MS now has the seller identification, and a copy of my bank statement showing the transaction history.    
 
The PayPal address for this guy is:  8397 Champions Gate Blvd, Ste. 236, Champions Gate, FL  33896.  This is a strip mall with at least one mail-box service company.  

A search of White Pages return all men named Robert Stout in Florida: http://www.whitepages.com/search/MapView?lower=41&search_id=02131511772567980547
and there is only one in close proximity to the strip mall.
