OneBox J2 Global Communications OneBox failed to provide their prepaid services to Dept. of Homeland Security and Emergency Management trying to help

The Department of Homeland Security and Emergency Management selected OneBox to assist in scanning in information on thousands of victims of natural disasters to convert to PDF and send to vendors to provide support to those victims. We paid for two lines to be set up and charges were made to my personal debit card that same day in August 2010, which I used to keep things moving forward without the usual delays of getting government payments processed. We started to use both lines, and did not reach our prepaid volume, but OneBox saw the volume and blocked our services. We had to start over and go a different route due to their failure to provide services as agreed and that had been prepaid. We called to cancel the accounts as they were not providing the service anyway, but they only canceled one line and continued to charge monthly for the second line that was not being used. By September 30, 2010, that program was over and I left Homeland Security and Emergency Management on that day. When I noticed the additional charges, I again put the cancelation in writing and clarified the error on their part. I received a confirmation of receipt and a case number, so assumed they would take care of it, and I haven't looked daily to see if I've been wrongfully charged for something, yet they continued to charge monthly and have done so for a whole year now, despite verbal and written cancellation/refund requests. That is now 12 x $99.95 they have taken from me while not providing any service..!! After spending over an hour on the phone today they finally agreed to pay back 4 months, because that is 'their policy' you understand... It sounds to me like 'their policy' is that if you can get away with a fraudulent practice long enough then you get to keep whatever fraudulent charges you've been making in the meantime. I asked for contact information for their legal department and was told they '...only have a PO Box address and don't really have a phone number for them.' Roughly translated, I got the feeling that answer meant 'Don't bother, we're not going to help you in any way, and hopefully our token offer of a third of what we owe you will be enough to keep you quiet...' I will personally never use OneBox or any of their related companies ever again, and will certainly not be recommending them to any of the clients that I consult for.
