illinois statetollway authority received toll violation fr december 2009 to an address i moved from was not notified until aug 2010 and the price was

I received two toll violations that i did not know i had , I am an ipass customer , the violations were sent to an address i moved from .but the tollway had my new address ,because they had sent a letter to me saying that my ipass was low . the tolls racked up to an amazing 48,000 for two missed tolls , so in august of 2010 i was adding money to my ipass and the customer service rep said i owed 48,000 dollars in tolls ,so i asked why i had not been notified , she said it was not there job to keep up with missed tolls , and i asked how would i know if i was not notified . and then i asked if i woed so much money why wasn't my ipass suspended , like the rules of the ipass state , if you owe money your ipass is supposed to be suspended until the money paid.

then i missed two tolls and then tried to pay the violations they said i could not pay the tolls until i payed the 48,00 that i owed , and now they are trying to suspend my license . i feel the tollway did not do there job of notifing me . they could have contacted me via email or mailing the violation to me like they did when my ipass was low
