Have a signed contract with Gary Hipsky to weld a Camaro front subframe we supplied to a 1941 Plymouth Business Coupe in exchange for the weling work I traded him a Large Snap On Bead Blaster he never completed the work stold and/or sold the car and closed up his old shop G&R Performance Marine in Oak Ridge TN. Tennessee State Law 55-5-101 says "It is the duty of the Local Sheriff's Office or Police Department where any motor vehicle has been reported stolen or recovered to file and maintain a report of such theft and/or recovery." Reported theft to Sgt Stone Oak Ridge Police Dept who said provide a time line of events and we will investigate. Provided complete timeline but Officer Hill now handling the matter refuses to report the car as stolen but will not give any reason or explanation for theis decision. In Tennessee the Department of Safety / Tennessee Highway Patrol is responsible for enforcing Auto Theft but say they have no way to report stolen vehicles into the NCIC National Crime Info Center what a joke how can they enforce the laws they're responsible for if they don't even have a way to report major theft. So back to the ORPD who tells you to file a civil suit with the only Attorney in the area how convenient for them he wanted $2500 up front with no guarantee or even a percentage chance of success. Why would you have to file a civil suit for something that is clearly a felony and if you are successful with the civil suit he gets away with the crime and all you get is a worthless unenforcable judgement. We have signed contract witnesses and talked to Knoxville Police that said if this happened in their jurisdiction or if the vehicle is found in their jurisdiction it will be investigated. Talked and argued with ORPD several times and their reluctance to do their job is past the point of suspicious. Made criminal complaint and request for investigation with District Attorney General James Ramsey but couldn't get any response to request just more run around. Several calls to Oak Ridge City Manager never returned any calls. Called and sent information to more areas of THP more run around. Contacted Local News 6 On Your Side that refused to even look into it but did a great report on someone who's 6 Tshirts didn't turn out right. So if you know the right people in Oak Ridge Tennessee you could aspire to be a successful Car Thief and scam artist and the only thing law abiding citizens can do is file worthless civil suits. As soon as you mention the ORPD to people who have lived in Tennessee a long time they all know what a bad reputation they have. If anyone has seen this car or can provide more information I would greatly appreciate any help. We can prove everything written and still hold clear Tennessee Title to this car. |
