STATEMENT OF MUSLIMIN G. SEMA ON THE ATTEMPT AGAINST HIS LIFE AND ON THE STATE OF SECURITY OF COTABATO CITY

“The attackers came from nowhere and I was hit without any inkling of what hit me, and “LA ILLAHA ILALLAH” were the only words that came from my mouth as heard by my driver.
I still do not know if that fateful day of January 10, 2012 changed my life and, if it did, I cannot measure to what extent. However, what is definite is my view of the things that occur around me and in the city has changed. The city we all love so dearly and the people are helpless.
The grand plan to eliminate me sends a clear message: NO ONE IS SAFE. Not even me as Chairman of the Central Committee of the Moro National Liberation Front with hundreds, if not thousands, of members of the Bangsamoro Armed Forces at my back, is spared from the ruthlessness of the criminals that roam the city. These criminals do not fear anyone, not even Allahu Subhana Wa Taallah. Hindi tayo ligtas sa mga masasamang tao. Wala silang kinatatakutan kahit pa ang Allahu Subhana Wa Taallah.
Ako’y ay lubhang nababahala sa mga pangyayari. Maliban sa ating local na kapulisan, ay nariyan na ang mga napakaraming mga Philippines Marines, Mga PNP Special Action Forces, subalit nalulusutan pa rin tayo ng mga halang ang kaluluwa na marahil ay inaalagaan ng mga kampon ng kadiliman. Wala tayong kasiguruhan sa ating personal na kaligtasan kahit ano pa man ang ating gagawing pag-iingat.
May mga tao na gustong sirain ang ating pamumuhay. Ayaw nila na tayo ay mabuhay ng tahimik at normal. Ayaw nila na tayo ay pumunta sa mga lugar na gusto nating puntahan. Ayaw nilang makita tayo sa mga pasyalan at mga kaay-ayang lugar na unti-unting umuusbong sa ating lungsod sa tulong ng pribadong sector. Ayaw nila tayong makitang masaya kasama ang ating pamilya, sa mga restaurant kahit isang beses sa isang linggo man lang. Ayaw nila tayong pumunta sa mga palengke. Ayaw nilang makita na tayo ay masaya at maligaya sa tahimik na pamumuhay. Isa lang ang gusto nila, ang itanim sa ating mga isipan ang takot.
On a larger scale, our beloved city has become a training ground and trade-testing area for bomb makers who have planted and detonated numerous improvised explosive devices right under the noses of our authorities. These bombings have become recurring and unprecedented and have become more ordinary rather than unusual. These bombings are now becoming a part of our oridinary lives. Unless our authorities put their acts together we should brce ourselves for the worst that may come.
What happened to me shows that the criminals are growing more sophisticated and technical. They now use sound suppressors, bullet proof , and what is more, they disguise themselves as government employees. They are now being paid with a regular government salary that is obtained through the taxes collected from the people to kill innocent and unsuspecting people. Never in my years as mayor of Cotabato City that a person was shot and killed using silencers. Never have we caught a killer who is a regular government employee. This is the first time that such gadgets and masquerade were employed and this is very alarming.
I was ambushed by a person employed and detailed in the government using a modified M-16, with sound suppressor and wearing a bullet proof vest. There is a question in this sentence that can be easily discerned even by a person of ordinary intelligence. One this is for sure, we can all be dead by now without knowing what hit us.
Nevertheless, by Allahu Subhana Wa Taallah’s timely intervention I was given a new lease in life though I am conscious that the culprits behind the assassination attempt will not stop in desperation to attain their objective to eliminate me. I have been saved so others may be saved also. I have been given a chance to get into the bottom of this horrific attempt on my life to uncover the faces behind the assassin and put an end to an evil lurks in the city, so that it will never happen again.
Finally, rest assured that I and my family, and the Moro National Liberation Front will continue to trust in the authorities. As long as we see that the wheels of justice are turning we will let the authorities do their respective tasks. Putting the law into our hands is never an option. We only ask that the truth must come out and it must come out soon.”
