american tattooing institute www.tatsmart.com paid for a tattoing course and dvd never got certification and dvd never got response or items paid for

I went online to see about getting certification on health issues with tattooing and I took this course through com to have the knowledge on safety and cleaning of equipment and i was told i would get my certification within 10 days of taking and passing exam by usps that was middle of october 18 2010 . I also purchased a dvd on safety as well which i never got either. I paid 24.95 for dvd 69.00 for exam and never got certification and or dvd. I sent numerous emails to company faxes and no response as to where my items were i demanded refund all i have gotten was 3 automatically generated response emails stating someone would contact me with in 48 hours its been weeks and no response and no items. The money came out of my account within 2 days i was able to put hold on any funds coming from them by tracing the transfer ...but now i am concerned im out a chunk of money and never got what i paid for. they have access to my accounts and i am a single mom with two kids i cant afford this company doing anything fraudulent with my accounts.
any help you could give me would be great thank you
